Vietnam and Canada have taken a significant step in strengthening their diplomatic ties by adopting an Action Plan for their Strategic Partnership. This development was announced following talks in Ottawa between Vietnamese Foreign Minister Lê Hoài Trung and his Canadian counterpart, Anita Anand. The Action Plan is aimed at transforming the commitments made by the leaders of both countries into tangible programs and projects.
The plan outlines a comprehensive framework for collaboration across various sectors. It encompasses political and diplomatic relations, trade and investment, science and technology, digital transformation, healthcare, education, energy security, and sustainable development. Additionally, it covers transport, infrastructure, defense and security, law enforcement, as well as cultural and people-to-people exchanges.
To ensure the effective implementation of the Action Plan, the two foreign ministers agreed to regularly review and update the strategy. They emphasized the need for stronger coordination among government agencies, local authorities, and businesses. The countries also committed to bolstering existing bilateral consultation mechanisms and exploring new dialogue frameworks of strategic importance.
On the international front, both nations pledged to enhance cooperation through platforms such as the United Nations, ASEAN, and APEC. They also agreed to support each other in hosting APEC meetings in 2027 and 2029. Additionally, Vietnam expressed its support for Canada’s hosting of the Francophonie Summit in 2028.
The Action Plan reflects Vietnam and Canada’s mutual interest in strengthening their bilateral relationship and addressing regional and international challenges together. By fortifying their partnership, both countries aim to foster greater understanding and collaboration in a rapidly changing global landscape.
