A new report by a United Nations scientific panel has raised alarms about the rapid advancement of artificial intelligence (AI) and the inadequacy of current global safeguards. The panel, which was formed by the UN General Assembly, pointed out that the Global South is largely sidelined in both the development and regulation of AI, even though these regions are significantly impacted by its effects.
The Independent International Scientific Panel on AI issued its inaugural global assessment just before the Global Dialogue on AI Governance set to take place in Geneva. Their findings indicate a worrying trend: while AI capabilities are expanding swiftly, the scientific understanding, regulatory frameworks, and oversight mechanisms are not evolving at a comparable pace. This imbalance is prompting concerns about the concentration of AI development within a limited number of countries and technology companies.
According to the panel, the majority of advanced AI models are being developed by private sector entities, predominantly in the United States and China. This dominance means that many developing nations have minimal say in AI governance and policy-making, which further marginalizes their role in shaping the technology’s trajectory.
UN Secretary-General Antonio Guterres has called for urgent action from governments worldwide to create unified rules governing AI. He emphasized that any delays could undermine both public and governmental control over the technology. The report also draws attention to the escalating risks associated with AI, such as threats to security, human rights, democracy, and economic equality. It underscores the necessity for enhanced international collaboration to guide the future of AI responsibly.
